Information and frequently asked questions

Step 1: Enquiry regarding the connectione

You will quickly find out whether the network is close enough to connect you. All you have to do is to submit an enquiry form and a map with the location of the facility. You can do it online! You do not have to be the owner of the property to obtain information regarding the connection possibilities.

You will need a completed Enquiry form and a map with the location of the facility. You can use a Google map. The projected location of the heat distribution centre at the facility should be specified so that the connection can be shortened or lengthened accordingly.

An enquiry can be submitted by any natural or legal person, regardless of whether they hold the legal title to the property they wish to connect (ownership, perpetual usufruct, lease, etc.). For example, you can send an enquiry if you have not yet bought a property/plot for investment and only want to check the availability of network heat and determine if it is possible to connect you to the KOGENERACJA network.

A correctly completed enquiry with an attached map is analysed to determine the distance to the network and the possibility of connecting the heat distribution centre. You will receive a response to your enquiry by post to the indicated address or by e-mail.
If the response is positive, you can proceed to the next stage: obtain the Technical Conditions for the Connection and start the procedure for the connection to the KOGENERACJA network.

 

Step 2: Technical Conditions for the Connection

The Technical Conditions for the Connection may be obtained by any natural or legal person who holds the legal title to use the property and a document confirming the title.

Download and complete the application for specifying the Technical Conditions for the Connection regarding the connection of the heat distribution centre to the heating network (Connection Conditions Application). If you want to connect more than one heat centre (one facility), fill in a separate application form for each facility. Prepare the attachments indicated in the application. Submit the completed application(s) with the required attachments by post or in person at the KOGENERACJA Customer Service Office.

The complete Connection Conditions Application is analysed in terms of the technical and economic feasibility of connecting the heat centre to the heating network. There are two options following the analysis, i.e., the Technical Conditions will be refused or approved for the Connection.

If it is technically and economically feasible to connect to the network, KOGENERACJA determines the Technical Conditions for the Connection, which, by law, are valid for 2 years from the date of their determination. During this time, the investment should be completed and the heat supply to the facility should commence.
If it is not possible to connect, you will be informed in writing of the refusal to approve of the Technical Conditions for the Connection and to connect the heat centre to the network, including the reasons for the refusal.

 

Step 3: Network connection agreement

At this stage, we negotiate and sign the connection agreement. The agreement specifies the mutual rights and obligations related to the connection of the heat centre to the network, the scope of work to be performed by the parties, the tasks to be completed and financed, the deadlines and sequence of the work to be performed, and the deadline for entering into the agreement under which the heat is to be supplied.
These arrangements are to ensure that the connection process runs smoothly and commence the heat supply on the expected date.

 

Step 4: Execution of the connection works

The agreement for the connection of the heat centre to the heating network is the basis for the commencement of design work and then construction and installation work carried out and financed by the parties.
Under legal regulations, KOGENERACJA, as the owner of the heating network, is obliged to build and finance the heating network/connection. You, as the future customer, are responsible for the execution and financing of the remaining work.
The detailed obligations resulting from the breakdown of the scope of work are described below.

We are obliged to prepare the design documentation for the heating network/connection, to obtain the decisions and permits required by law, to build the heating network/connection on the basis of the design documentation, and to purchase and install the metering and settlement system (heat meter) and the flow controller.

You are obliged to prepare the design documentation for the heat distribution centre based on the Technical Conditions for the Connection and build it in a technical room prepared by you.
KOGENERACJA can build the heat distribution centre on their own. Each case is subject to separate analysis and individual decision.

We agree to enter into the Comprehensive Heat Sales Agreement in the final stage of the connection works and jointly carry out the final technical acceptance of the project. The stage of the connection works ends with the collection of as-built, survey, and acceptance documentation.

 

Step 5: Comprehensive Heat Sales Agreement

The Comprehensive Heat Sales Agreement sets out the mutual obligations for the supply/collection and settlement of heat. In particular, it specifies information on the quality parameters of the heat carrier, the ordered heat power, the applicable KOGENERACJA heat tariff, and the procedure for reporting and dealing with complaints and defects.

You may sign the agreement if you are connecting a facility to the heating network, the owner or user of the facility changes, the existing customer is no longer a party to the agreement, you change the tariff group, or the new agreement is entered into after a previous termination.
If you are connecting the facility to the network, you are required to enter into the Comprehensive Heat Sales Agreement before you start taking heat.

Step 6: Heat supply

The energy readiness of the heat distribution centre is declared after the completion of installation works, when technical conditions for the supply and collection of heat are met, i.e., the heating connection, the heat distribution centre (with the acceptance of pressure equipment by the Inspector of the Technical Supervision Office), and internal consumer installations (central heating, domestic hot water, ventilation, and other) are completed and the individual elements are properly connected to one another. Another condition for the declaration of energy readiness of the heat distribution centre is the installation of an electrical power supply system equipped with an electricity meter exclusively for the operation of the heat distribution centre.

The supply of heat shall commence after the confirmation of the energy readiness of the heat distribution centre and the signing of the heat sales agreement and the heat transfer agreement, which constitute the basis for charging the fees for the heat supplied.

Following the trial operation of the heat distribution centre, lasting continuously for at least 72 hours, and having performed the necessary tests and measurements, the final technical acceptance is carried out to confirm work quality and its compliance with the technical documentation and the Technical Conditions for the Connection. A prerequisite for the final technical acceptance is the delivery of the complete set of required reports and the as-built technical documentation.
